Morning of September 6, 2025<\/span>In Noi Bai commune, the Hanoi People's Committee, together with the Hanoi City Project Management Board for Investment and Construction of Transportation Works and in coordination with Hanoi Ring Road 4 Expressway Joint Stock Company, held the groundbreaking ceremony for Component Project 3: Investment and construction of the expressway under the Public-Private Partnership (PPP) method, part of the Ring Road 4 Project \u2013 Hanoi Capital Region.<\/span><\/p>\n

This is an infrastructure project.<\/span> This national key project plays a crucial role in completing the transportation network and strengthening regional connectivity. This expressway will directly connect Hanoi with Hung Yen, Bac Ninh, and other localities in the region, while also linking with existing expressways and radial routes, forming a synchronized and modern transportation network for the entire Red River Delta region.<\/span><\/p>\n

Once operational, the project is expected to become a powerful driving force for development, attracting investment and promoting the formation of urban, industrial, and logistics zones along the route. At the same time, the road will help alleviate the burden on existing infrastructure, shorten travel time, and open up new development opportunities for Hanoi and neighboring provinces.<\/p>\n

Central and Hanoi city leaders, investors, and construction contractors pressed the button to officially launch the project.<\/i><\/b><\/p>\n<\/figure>\n<\/figure>\n

Component Project 3, the investment and construction of the expressway under the public-private partnership method of the Hanoi Capital Region Ring Road 4 Investment and Construction Project, has a length of approximately 113.52km (including 103.82km of the main route and 9.7km of the connecting section towards the Noi Bai - Ha Long expressway); the design scale for phase 1 ensures a cross-section with 4 lanes of traffic: road width of 17m, bridge width of 17.5m, and large bridges crossing rivers with a width of 24.5m.<\/p>\n

The entire route has 13 elevated sections with a total length of approximately 80.98 km (accounting for about 711 TP2T of the total route length), and 13 low-lying sections with a length of approximately 32.54 km (accounting for 291 TP2T of the route length). The route has 8 interchanges and the Southwest interchange has been completed, 7 on\/off ramps, 3 overpasses crossing the expressway, 1 pedestrian bridge, and 31 pedestrian underpasses. The route includes 3 large bridges crossing rivers: Hong Ha, Me So, and Hoai Thuong.<\/p>\n

According to Decision 6479\/QD-UBND dated December 20, 2023, of the Hanoi People's Committee, the total investment for Component Project 3 exceeds VND 56,293 billion.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In Component Project 3, the public-private partnership construction of the Hanoi Capital Region's Ring Road 4, CC1 undertook a large volume of work with many key items, from leveling, concrete pouring, and foundation reinforcement to the construction of critical structural components.<\/p>\n

"This is not only proof of the scale and scope of the project, but also affirms the role, responsibility, and construction capabilities of CC1," emphasized the General Director of CC1.<\/p>\n\n

At the groundbreaking ceremony, CC1, representing the project's contractors, also made four commitments to the Party and State leaders and the local people's authorities in the areas where the project passes through.<\/p>\n

The first<\/em>With the highest sense of responsibility, we will comprehensively focus resources from personnel and finance to equipment and technology to organize construction scientifically and decisively, adhering to technical procedures, ensuring quality, aesthetics, progress, labor safety, and environmental protection.<\/p>\n

Monday<\/em>Strict, transparent management and efficient use of capital, supplies, and materials; resolutely preventing loss, waste, and corruption, in order to ensure the optimal economic efficiency of the project.<\/p>\n

Tuesday<\/em>Strengthening solidarity and cooperation among contractors and relevant forces; closely coordinating with the investor, consultants, Party committees, authorities, and people of the localities where the project passes through to promptly handle arising issues; while respecting and protecting the legitimate interests, customs, and lives of the community, maintaining security, order, and traffic safety in the construction area.<\/p>\n

Wednesday<\/em>,<\/em>\u00a0Promoting the emulation movement in labor and production, creating a vibrant and positive atmosphere on the construction site, and motivating all cadres, engineers, and workers to enthusiastically strive to excellently complete the assigned tasks.<\/p>\n
