We are confident that we have the capacity and resources to participate in projects, contributing to a rapid increase in the supply of social housing and improving the quality of life for the people.\u201d<\/span><\/p><p><span style=\"font-size: 15.2px;\">However, Mr. Bao Anh also frankly pointed out that for projects to be implemented quickly, the proactive support and cooperation of local authorities are essential, especially in creating &quot;clean&quot; land funds ready for investment.\u00a0<\/span><\/p><p><span style=\"font-size: 15.2px;\">Most importantly, the State needs to assume a leading role in land compensation and clearance to create &quot;clean&quot; land funds, thereby minimizing legal risks and shortening the time and cost of project preparation for investors.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Furthermore, the General Director of CC1 proposed the need to streamline and digitize investment, licensing, and project approval procedures, creating a &quot;one-stop shop&quot; mechanism so that businesses can focus on quality and construction progress, instead of spending a lot of time on administrative procedures.<\/span><\/p><p><span style=\"font-size: 15.2px;\">&quot;We believe that with appropriate support mechanisms from the State and the determination of businesses, the goal of strongly developing the social housing fund will soon become a reality, bringing practical benefits to the community and contributing to long-term socio-economic stability,&quot; Mr. Bao Anh affirmed.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Similarly, Mr. Pham Duc Toan \u2013 General Director of EZ Real Estate Joint Stock Company \u2013 also believes that the determination of local authorities in supporting the resolution of procedures for social housing projects is the most important factor in promoting social housing development.<\/span><\/p><p><span style=\"font-size: 15.2px;\">In reality, not all localities are struggling with social housing development. For example, Hai Phong and Bac Ninh are doing very well with social housing development policies, consistently exceeding the government&#039;s annual targets.\u00a0<\/span><\/p><p><span style=\"font-size: 15.2px;\">Thanks to effective social housing development policies, social housing prices in Hai Phong have been very reasonable in recent years. The increased supply of social housing has contributed to balancing housing supply and demand, preventing a surge in commercial housing prices.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section Why?<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-size: 15.2px;\">The reality of social housing development in localities over the years shows that some localities are doing very well in implementing social housing development policies, while others have failed to meet the social housing development targets set by the Government for many consecutive years.<\/span><\/p><p><span style=\"font-size: 15.2px;\">The Ministry of Construction stated that in 2025, the whole country will only build nearly 83,000 social housing units, achieving 831% of the government&#039;s target. Of these, Hanoi is expected to build approximately 3,600 social housing units (reaching 681% of the target), and Ho Chi Minh City is expected to build approximately 6,900 units \u2013 equivalent to 531% of the government&#039;s social housing development target.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Meanwhile, other provinces and cities such as Hai Phong will achieve 1011 TP2T targets, Da Nang will achieve 681 TP2T targets, Can Tho will achieve 771 TP2T targets, Thai Nguyen will achieve 1061 TP2T targets, Bac Ninh will achieve 1021 TP2T targets, and Hung Yen will achieve 1131 TP2T targets for social housing development.<\/span><\/p><p><span style=\"font-size: 15.2px;\">To promote the development of social housing in localities, Mr. Toan suggested that the Government should hold the heads of cities accountable for social housing development. If cities fail to meet the government&#039;s social housing development targets for many consecutive years, the head of the city must take responsibility and implement timely corrective measures.<\/span><\/p><p><span style=\"font-size: 15.2px;\">According to Mr. Le Huu Nghia, General Director of Le Thanh Company, throughout decades of developing social housing, the obstacle he has seen that makes businesses hesitant to develop this segment is that businesses have to create land themselves, but the procedures are lengthy, and the profit margin is thin due to the 10% limit.<\/span><\/p><p><span style=\"font-size: 15.2px;\">According to Mr. Nghia, there are two types of social housing: those where the State clears the land and those where businesses purchase the land themselves. However, if businesses purchase the land, the land cost is calculated based only on the land price framework issued by the State, not the market price, and this loss may not necessarily be offset by the profits of 10%.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Therefore, Mr. Nghia recommended that mechanisms be in place to support businesses in creating their own land funds to ensure minimum profits and attract more businesses to participate in social housing development. At the same time, streamlined processes are needed to help businesses reduce the number of years from project development to the completion and sale of housing units.\u00a0<\/span><\/p><p><span style=\"font-size: 15.2px;\">This will contribute to a rapid increase in supply, as most social housing projects that have not yet been developed are hampered by legal issues.<\/span><\/p><p><span style=\"font-size: 15.2px;\">According to Mr. Nguyen Van Khoi, Chairman of the Vietnam Real Estate Association, to increase the supply of social housing in the future, localities need to specify targets for land allocation, floor area, and the number of units for social housing in their planning and development plans. Allocating clean land and supporting infrastructure in social housing projects, along with subsidizing bank loan interest rates for buyers, will help reduce input costs and thus lower apartment prices.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Furthermore, it is necessary to design preferential credit packages specifically for social housing with an interest rate of 41% per 2 months\/year, and flexible loan terms of 15-20 years. Businesses developing these projects also need support by extending the loan term beyond 10 years. This approach would both reassure businesses and alleviate the financial burden on residents.<\/span><\/p><p><span style=\"font-size: 15.2px;\">&quot;For social housing projects, localities need to allocate budget to support investment in internal infrastructure such as internal roads, water supply and drainage systems, and lighting. This will also contribute to reducing investment costs and lowering the price of social housing,&quot; Mr. Khoi proposed.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Some industry experts suggest the need to establish a National Housing Development Fund soon, encouraging commercial banks and businesses to participate not only with capital and cash but also with construction projects. This fund would act as a &quot;support base&quot; in subsidizing interest rates, investing in infrastructure, and increasing the supply of social housing for rent and lease-to-own.<\/span><\/p><p><span style=\"font-size: 15.2px;\">\u201cNo single agency can solve the entire social housing problem on its own. Close coordination between the Ministry of Construction, the State Bank of Vietnam, the Ministry of Finance, and local authorities is a prerequisite. In addition, appropriate credit policies, interest rate mechanisms, and tax and fee structures for each housing segment (commercial, mid-range, social housing, etc.) will contribute to combating speculation and waste.\u201d\u00a0<\/span><\/p><p>\u00a0<\/p><p><span style=\"font-size: 15.2px;\">&quot;Land incentive policies need to be discussed and agreed upon at the macro level, avoiding overlapping or shirking of responsibility. experience in implementing social housing projects, worker housing, urban areas, and commercial housing areas with a scale of hundreds to thousands of units; and a professional management structure, quality management system, progress management, and labor safety management that meet the requirements of construction and housing laws.<\/span><\/p><p><span style=\"font-size: 0.95rem;\">The selected businesses have demonstrated dedication, social responsibility, and a spirit of partnership with the Government in achieving housing welfare goals, readily allocating resources to invest in the social housing segment \u2013 a low-profit sector but with profound socio-political significance.<\/span><\/p><p><span style=\"font-size: 0.95rem;\">The list of 18 selected businesses ensures regional balance, prioritizing those with the capacity to implement projects in localities with high social housing demand such as Hanoi, Ho Chi Minh City, Binh Duong, Dong Nai, Bac Ninh, Hai Phong, Quang Ninh, and Da Nang. These businesses are also committed to long-term partnership in social housing development during the 2025-2030 period.<\/span><\/p><p><span style=\"font-size: 0.95rem;\">It is possible to create a closed value chain from planning, design, construction, operation to management of social housing, ensuring quality and reasonable cost.<\/span><\/p><p><span style=\"font-size: 0.95rem;\">In addition to the 18 social housing development companies selected and recommended by the ministry to local authorities, other businesses are also encouraged to participate in investing in social housing development. Therefore, these policy frameworks are expected to accelerate the achievement of the target of 1 million social housing units.<\/span><\/p><p><span style=\"font-size: 15.2px;\">&quot;When large enterprises participate in social housing development along with preferential policies, the social housing development process will certainly be faster. However, the most important determining factor in social housing development today is the availability of land for housing,&quot; Mr. Chau commented.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Further explaining, Mr. Chau stated that the first thing needed to develop social housing is to create land for its construction. This requires localities to adjust their planning to create &quot;clean&quot; public land for investment.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Currently, there are &quot;prime&quot; land plots from surplus office buildings resulting from mergers and the implementation of a two-tiered government system. Some of these locations could be auctioned off, and the proceeds from the auctions could be used to create larger land reserves to build more social housing.<\/span><\/p><p><span style=\"font-size: 15.2px;\">&quot;When businesses contribute money to the state budget, the government must use that money to buy land elsewhere in favorable locations with large land reserves to create a larger land fund, build social housing, and sell it to people in need,&quot; Mr. Chau said.<\/span><\/p><p><span style=\"font-size: 15.2px;\">Regarding credit issues, Mr. Chau stated that the 145,000 billion VND credit package from nine commercial banks for social housing development has not been disbursed significantly due to legal obstacles in the projects.
