The consortium of CityLand, Construction Corporation No. 1 \u2013 JSC (CC1), and VEC is the winning bidder for this project.<\/p>\n\n\n\n<p>44% projects were funded by the State budget and 56% projects were funded by investors. The total value of capital arranged by investors was VND 29,944 billion, of which credit loans accounted for VND 25,453 billion.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img\/><figcaption>Representatives of the parties signed a credit agreement worth over 25,000 billion VND. <\/figcaption><\/figure>\n\n\n\n<p>The loan was arranged by a consortium of four banks, including the Vietnam Bank for Agriculture and Rural Development (Agribank) with VND 15,453 billion, accounting for 60% of the total loan value; Military Commercial Joint Stock Bank (MB) with VND 5,000 billion; Vietnam Investment and Development Bank (BIDV) with VND 3,000 billion; and Vietnam Modern Bank Limited (MBV) with VND 2,000 billion.<\/p>\n\n\n\n<p>According to representatives of the relevant parties, the signing of the credit agreement is an important basis for ensuring the flow of capital for the project, and also demonstrates the coordination between the State, investors and the banking system in implementing large-scale infrastructure projects in the form of PPP.<\/p>\n\n\n\n<p>Previously, Component Project 3 was commenced in September 2025. Mr. Le Bao Anh, General Director of CC1, stated that the project is of large scale and strategic significance for the northern region. Upon completion, the route is expected to contribute to reducing traffic pressure, alleviating congestion in Hanoi&#039;s inner city, while expanding development space, creating room for population decentralization, and forming satellite cities, industrial zones, and large-scale service and logistics centers. The route will also connect with radial expressways, forming a comprehensive transportation network in the northern region.<\/p>\n\n\n\n<p>&quot;CC1 and its contractors will demonstrate the utmost determination to complete the assigned tasks,&quot; the company&#039;s leader said.<\/p>\n\n\n\n<p>The Hanoi Capital Region&#039;s Ring Road 4 project has a total investment of over 85,000 billion VND, divided into three component projects. This is a regional transportation infrastructure project with a total length of approximately 113.5 km, passing through Hanoi, Hung Yen, and Bac Ninh provinces.
