Construction Corporation No. 1 \u2013 JSC (CC1) has consecutively signed two memoranda of understanding with major partners in Laos, strengthening its presence in the infrastructure and logistics chain there.<\/em><\/strong><\/p>\n\n\n\n

Developing border transport infrastructure<\/strong><\/p>\n\n\n\n

On July 10th, in Laos, CC1 signed an MOU with the State-owned Road Construction Enterprise No. 8 (R8CE) \u2013 a unit under the Ministry of Public Works and Transport of the Lao People's Democratic Republic, which is implementing many national infrastructure construction projects.<\/p>\n\n\n\n

According to Mr. Phoupheuane Sengphachanh, CEO of R8CE, the signing is the result of exchanges, contacts, and goodwill cooperation from both sides, following working visits between the two organizations.<\/p>\n\n\n\n

The Memorandum of Understanding outlines cooperation in several key areas, most notably the development of transportation infrastructure throughout Laos, including National Highways 8 and 13, and other transport corridors connecting Laos and Vietnam. Simultaneously, both sides aim to develop logistics infrastructure at border crossings and inland container depots (IDCs), including warehouses, distribution centers, and related goods storage facilities located along the transport corridors and road networks assigned by the Lao government to R8CE for implementation.<\/p>\n\n\n\n

Another noteworthy point is the research and development plan for special economic zones, as assigned by the Government of the Lao People's Democratic Republic to R8CE for implementation in cooperation with strategic partners. This is coupled with potential infrastructure projects connecting Vietnam and Laos, including highways and railways.<\/p>\n\n\n\n

Expanding into seaports, logistics, and industrial value chains.<\/strong><\/p>\n\n\n\n

Also in Laos, on July 9th, CC1 signed an MOU with CK Group, a wholly owned subsidiary of CK Group. CK Group is a diversified conglomerate in Laos, operating in the fields of investment, trade, construction, real estate, mining, building materials, and industrial equipment.<\/p>\n\n\n\n

According to the plan, the two sides will jointly research, evaluate, and develop potential infrastructure projects in Laos or projects with capital contributions from the Lao government, such as: the Lao-Vietnamese International Port project in Vung Ang, logistics systems at border gates, inland container depots (ICDs), warehouses, and distribution centers. Special economic zones and industrial parks are also key focuses in the cooperation plan. If implemented effectively, these components could form a complete value chain including: seaports \u2013 border gates \u2013 logistics \u2013 industrial parks \u2013 trade \u2013 investment.<\/p>\n\n\n\n

This cooperation takes place in the context of the commissioning of pier number 3 at the Lao-Vietnamese International Port in Vung Ang, enhancing the ability to realize the goal of connecting Lao goods to the East Sea via Vietnam.<\/p>\n\n\n\n

According to Mr. Le Bao Anh, General Director of CC1, the cooperation agreements in Laos are not only significant between businesses but also contribute to concretizing high-level cooperation orientations between Vietnam and Laos in the new phase, in which economic, trade, investment and infrastructure cooperation are identified as strategic pillars.<\/p>\n\n\n\n

In recent years, the two governments have promoted transportation cooperation for the period 2026-2035. The Vietnam-Laos Logistics Forum 2026 also emphasized the need to translate commitments into concrete actions, especially in reducing logistics costs, modernizing procedures, digitizing data, and developing multimodal transport.<\/p>\n\n\n\n

In this context, CC1 positions itself not only as a construction contractor, but as a long-term project development partner. The company states that it can participate throughout the entire project lifecycle, from research and surveys, investment planning, financial structuring, to EPC general contracting, construction management, and operation.<\/p>\n\n\n\n

With over 46 years of experience in transportation infrastructure, industry, energy, seaports, and PPP projects, CC1 expects to make a substantial contribution to large-scale projects in Laos.<\/p>\n\n\n\n

However, CC1 leaders also recognize that cross-border infrastructure projects always come with challenges regarding legal issues, funding, technical standards, and environmental and social requirements. Therefore, immediately after the signing ceremonies, CC1 proposed that the parties quickly establish a joint working group to review the list of priority projects, conduct field surveys, and carry out a comprehensive assessment within the first 60 days before proceeding to formal agreements.<\/p>\n\n\n\n

\u201cCC1\u2019s spirit is to speak the truth, act honestly, and see things through to the end with tangible results. Today\u2019s MOU must open up a work process with a schedule, tangible products, accountability, and the potential to be transformed into concrete projects,\u201d Mr. Le Bao Anh emphasized.<\/p>\n\n\n\n

Although still in their initial stages, these agreements are considered to be crucial in helping Vietnamese businesses gradually expand their presence and strengthen Vietnam's role as a gateway connecting the Mekong sub-region.<\/p>\n\n\n\n
