Dong Nai targets groundbreaking of Cat Lai bridge in 2026. This is the target announced by Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee Ho Van Ha at a working session with departments and agencies on September 9 to hear proposals from Construction Corporation No. 1 (CC1) regarding investment projects to build Cat Lai bridge (replacing the current ferry) and Long Hung bridge (Dong Nai 2 bridge).

Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee Ho Van Ha delivers concluding remarks at the working session.
For the Long Hung bridge project, CC1 proposed a more than 11.7km-long route. Its starting point would connect with Ho Chi Minh City’s Ring Road No. 3 at Go Cong intersection, Long Phuoc ward, and its ending point would connect with National Highway 51 in An Phuoc commune, Dong Nai province. In particular, Long Hung bridge would be 2.3km long, the road section on the Ho Chi Minh City side would extend 3.8km, and the main route in Dong Nai province would be more than 5.5km long.
The investor also proposed three investment options for the Long Hung bridge project under the Public-Private Partnership (PPP) model. Option 1 is a BOT (Build – Operate – Transfer) contract, option 2 is a deferred-payment BT (Build – Transfer) contract, and option 3 is a BT contract with land fund payment. The project’s total investment is estimated at nearly VND11 trillion.

For the Cat Lai bridge project, CC1 proposed a total route length of more than 11.6km, of which the Cat Lai bridge would stretch 4.7km. The preliminary total investment is estimated at over VND 18.8 trillion (excluding loan interest during the construction period). Regarding the investment model, CC1 proposed PPP with three options: BOT and BT with state budget payment, BT with state budget payment, and BT with land fund payment.
In his concluding remarks, Vice Chairman of the Provincial People’s Committee Ho Van Ha emphasized that the Cat Lai and Long Hung bridge projects are crucial for Dong Nai in completing the regional transport infrastructure network. For Cat Lai bridge, Dong Nai has set the target of commencing construction in 2026 and putting it into operation in 2028. Therefore, relevant agencies must complete the project dossier for the Party Committee of the Provincial People’s Committee to report it to the Provincial Standing Party Committee. Once approved, the dossier will be submitted to the Provincial People’s Council for investment policy approval.

Representative of CC1 speaks at the working session
Regarding CC1’s proposal for the Cat Lai bridge project, Vice Chairman of the Provincial People’s Committee Ho Van Ha requested the investor to review and select the best and fastest investment option. For the Long Hung bridge project, since an investor has already submitted a proposal, Dong Nai will review and choose the most optimal plan. At the same time, CC1 needs to refine its proposal to ensure it does not affect ongoing public investment projects in the area.
Vice Chairman of the Provincial People’s Committee Ho Van Ha also assigned the Department of Construction to review the compatibility of the Cat Lai bridge project with existing plans before submitting the dossier to the Provincial Standing Party Committee and People’s Council.
