The coastal road route passing through Hai Phong city is included in the overall coastal road route of Vietnam according to the detailed planning approved by the Prime Minister in Decision No. 129/QD-TTg dated January 18. /2010 and allow local adjustment in Document No. 2409/TTg-KTN dated December 31, 2015. The investment objective of the route is to meet the increasing transport demand in the region, exploit and use effectively use marine and coastal resources, serving socio-economic development of coastal localities. In addition, the coastal road can be combined with the sea dyke system and the coastal defense road system to facilitate handling of situations in response to natural disasters and strengthen defense and security. area.

According to Decision No. 129/QD-TTg dated January 18, 2010 of the Prime Minister, the project to build a coastal road route through Hai Phong city is located in the coastal road system (the starting point of the project is the coastal road system). The route is at the point adjacent to the coastal road of Thai Binh province - in the territory of Thuy Tan commune, Thai Thuy district, Thai Binh province; the end point of the route: the intersection with provincial road 353 at Dong Neo junction, Minh Duc ward , Hai Phong City; The total length of the whole route is about 20.8km, of which the bridge part is about 3.52km long, the road part is 17.02km long).

The project is allocated capital for implementation from the state budget, however, in the context that the state budget capital is facing many difficulties today, the mobilization of capital from the budget to implement the project is very difficult. In order to remove difficulties for the State budget and soon implement the Project, CC1 has sent a written request to the Hai Phong City Party Committee and People's Committee to consider and approve CC1 to participate in research and investment in the Project. project in the form of public-private partnership (PPP) in Official Letter No. 1331/TCT-NCPT&DT dated July 26, 2016.

According to preliminary research, in order to promote the effective operation of the route as well as ensure the connectivity of the new National Highway 37 and National Highway 39B, address the transport demand in the area and improve the efficiency of the Project, the proposed investment to supplement 9km of the section of the coastal road in Thai Binh province (from km2+375 of the new National Highway 37 to the intersection with the Hai Phong coastal road in Thuy Tan commune, Thai Thuy district, Thai Binh province). ) into the project of building a coastal road route through Hai Phong city. On September 6, 2016, the People's Committee of Hai Phong city issued Official Letter No. 1584/UBND-XD2 to the People's Committee of Thai Binh province, requesting approval to add 09km of the section of the coastal road of Thai Binh province to the project and has approved the project. approved by Thai Binh Provincial People's Committee in Official Letter No. 3277/UBND-CTXDGT dated September 7, 2016.

On September 9, 2016, Hai Phong City People's Committee agreed to assign CC1 to prepare a proposal for a project to build a coastal road route through Hai Phong city in the form of public-private partnership (PPP) in Official Letter No. 1628/UBND-XD2.

On September 19, 2016, the signing ceremony of the Memorandum of Understanding on the Project of Construction of a Coastal Road through Hai Phong City between the People's Committee of Hai Phong City and the No. 1 Construction Corporation was held in Ho Chi Minh City. Hai Phong with the witness of Prime Minister Nguyen Xuan Phuc with project details as follows:
