On the morning of September 6, 2025, in Noi Bai commune, the Hanoi People's Committee, together with the Hanoi City Investment and Construction Project Management Board and the Hanoi Ring Road 4 Expressway Joint Stock Company, held the groundbreaking ceremony for Component Project 3: Investment and construction of the expressway under the Public-Private Partnership (PPP) method, part of the Ring Road 4 Project – Hanoi Capital Region.

This is a key national infrastructure project, playing a crucial role in completing the transportation network and strengthening regional connectivity. This expressway will directly connect Hanoi with Hung Yen, Bac Ninh, and other localities in the region, while also linking with existing expressways and radial routes, forming a synchronized and modern transportation network for the entire Red River Delta region.

Once operational, the project is expected to become a powerful driving force for development, attracting investment and promoting the formation of urban, industrial, and logistics zones along the route. At the same time, the road will help alleviate the burden on existing infrastructure, shorten travel time, and open up new development opportunities for Hanoi and neighboring provinces.
Component Project 3, the investment and construction of the expressway under the public-private partnership method of the Hanoi Capital Region Ring Road 4 Investment and Construction Project, has a length of approximately 113.52km (including 103.82km of the main route and 9.7km of the connecting section towards the Noi Bai - Ha Long expressway); the design scale for phase 1 ensures a cross-section with 4 lanes of traffic: road width of 17m, bridge width of 17.5m, and large bridges crossing rivers with a width of 24.5m.
The entire route has 13 elevated sections with a total length of approximately 80.98 km (accounting for about 711 TP2T of the total route length), and 13 low-lying sections with a length of approximately 32.54 km (accounting for 291 TP2T of the route length). The route has 8 interchanges and the Southwest interchange has been completed, 7 on/off ramps, 3 overpasses crossing the expressway, 1 pedestrian bridge, and 31 pedestrian underpasses. The route includes 3 large bridges crossing rivers: Hong Ha, Me So, and Hoai Thuong.
According to Decision 6479/QD-UBND dated December 20, 2023, of the Hanoi People's Committee, the total investment for Component Project 3 exceeds VND 56,293 billion.
Mr. Le Bao Anh, representative of the contractor Construction Corporation No. 1 - JSC (CC1), shared, “Clearly recognizing the scale and strategic significance of the Project, and considering this an honor coupled with a great responsibility, we affirm that with our capabilities, experience, and reputation gained from many key national projects, CC1 and its contractors will maximize their determination to excellently complete the assigned tasks.”

In Component Project 3, the public-private partnership construction of the Hanoi Capital Region's Ring Road 4, CC1 undertook a large volume of work with many key items, from leveling, concrete pouring, and foundation reinforcement to the construction of critical structural components.
"This is not only proof of the scale and scope of the project, but also affirms the role, responsibility, and construction capabilities of CC1," emphasized the General Director of CC1.
