On the afternoon of April 29, 2026, the official opening ceremony for the main section of the Bien Hoa – Vung Tau expressway took place, specifically the sections belonging to Component Projects 2 and 3, intersecting with the Ho Chi Minh City – Long Thanh – Dau Giay expressway. The event was held amidst nationwide celebrations commemorating the 51st anniversary of the Liberation of Southern Vietnam and National Reunification, and the 140th anniversary of International Labor Day.
The ceremony was attended by leaders of Ho Chi Minh City, representatives of departments and agencies of Dong Nai province, Project Management Board 85, Ho Chi Minh City Investment and Construction Project Management Board for transportation projects, and units directly involved in the project implementation.
According to the plan, the route, approximately 37.7km long, is being temporarily opened to traffic as part of Component Projects 2 and 3. The starting point is in Long Thanh commune, Dong Nai province, and the end point is in Tam Long ward, Ho Chi Minh City. Initially, the expressway will operate with a maximum speed of 80km/h and a minimum speed of 60km/h. Vehicles permitted to use it are cars with fewer than 9 seats, aiming to alleviate congestion on National Highway 51 – a vital traffic artery that has been frequently overloaded for many years.
At the ceremony, Mr. Nguyen Van Trinh – Director of the Ho Chi Minh City Investment and Construction Project Management Board for Transportation Works – representing the investor of Component Project 3, stated: “The Bien Hoa – Vung Tau Expressway is a key project of significant importance to the people of Ho Chi Minh City and Dong Nai in particular, and the Southeast region in general.”
Upon completion, the project will be integrated with the North-South Expressway (Eastern section), Long Thanh International Airport, connecting economic centers and seaports, maximizing the potential of Cai Mep - Thi Vai port, meeting transportation needs, and creating opportunities, momentum, and space for the development of the Southeast region with a modern technical and social infrastructure system.


The Bien Hoa – Vung Tau Expressway is a key national transportation infrastructure project with a total length of nearly 54km and a total investment of approximately 17,800 billion VND, passing through Dong Nai province and Ho Chi Minh City (formerly Ba Ria – Vung Tau area). Construction Corporation No. 1 – JSC (CC1) is involved in the construction of Package 10-XL (Component Project 2) of the Bien Hoa – Vung Tau Expressway Phase 1 project.



Prior to the opening to traffic, many technical infrastructure items along the route were basically completed, such as the signage system, median strips, road markings, traffic organization, and the ETC toll collection system.
Regarding traffic organization, in the direction from Dong Nai to Vung Tau, vehicles traveling on National Highway 51 or from the Ho Chi Minh City – Long Thanh – Dau Giay Expressway will turn onto Bung Mon Road, travel about 1km, then merge onto the right-hand service road to access the Bien Hoa – Vung Tau Expressway at Km16+275.

Conversely, from Vung Tau to Dong Nai, vehicles can enter the expressway from the National Highway 56 interchange (Km53+700) or the DT.992 interchange (Km43+800). Upon reaching Km17+650, vehicles turn right to exit the expressway and join the connecting ramps to head towards Dau Giay or the center of Ho Chi Minh City.
CC1 is involved in a wide range of key infrastructure projects such as the Hanoi Capital Region's Ring Road 4, major contracts at several airports, and large energy projects like the Quang Trach 1 Thermal Power Plant… In addition, CC1 continues to research and pursue urban railway projects in Hanoi, Ho Chi Minh City, and Phu Quoc – a strategic infrastructure sector in the medium and long term.
