On the morning of October 6, 2023, at the construction site of the Eastern North-South Expressway Construction Project for the period 2021-2025, section through Phu Yen province, Project Management Board 85 (Ministry of Transport and Communications) coordinated with The Vietnam Transport and Communications Union held a ceremony to launch the emulation "90 days and nights to accelerate the disbursement of public investment capital for the Quy Nhon - Chi Thanh section project". 

Attending the ceremony were Mr. Nguyen Danh Huy - Deputy Minister of Transport; Mr. Le Tan Ho - Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People's Committee; Representatives of the Vietnam GT-VT Trade Union and all employees of the consulting, supervision, and construction contractors at the project.

The component project of Quy Nhon - Chi Thanh section has a total length of 61.7km with a total investment of more than 14,802 billion VND. The project is divided into 3 construction packages, including package No. 11 - XL, package No. 12 - XL and package No. 13 - XL. Currently, CC1 and construction units are organizing 59 construction sites on the construction site, with more than 720 machines and equipment and nearly 1,500 workers and engineers working.

Speaking at the ceremony, Deputy Minister of Transport - Ministry of Transport Nguyen Danh Huy said that in 2023, the Ministry of Transport - Transport was assigned a capital disbursement plan of about 95,200 billion VND by the Government, and by the end of September 2023, 50,000 billion VND had been disbursed. , reaching about 60% yearly plan. In particular, the component project of Quy Nhon - Chi Thanh section was assigned a capital plan of 5,006 billion VND, so far 3,420 billion VND has been disbursed, reaching 68.3%, higher than the average disbursement value of the Ministry of Transport - Transport. and the national average. The Deputy Minister emphasized: "Each officer and worker on the construction site is a soldier, each unit is a delegation, the entire construction site is a campaign to successfully complete the emulation movement."

According to Deputy Minister Nguyen Danh Huy, launching the emulation movement has practical significance for agencies and units to show determination, high responsibility, and great efforts, contributing to the Ministry of Transport and Communications in completing progress. disbursement according to the plan proposed by the Government. On that basis, Deputy Minister Nguyen Danh Huy requested the Director of Project Management Board 85, supervision consulting units, design consultants and senior leaders of construction contractors to review detailed progress and plans. Specific implementation plans for each project item and each bidding package from now until the end of the year. Including adverse weather must be planned to evaluate the ability to disburse according to the assigned capital plan.

Also within the framework of the Launching Ceremony, Mr. Nguyen Thanh Hoai - Director of Project Management Board 85 said that the emulation movement brings together all units participating in the project, in order to focus on mobilizing all resources to speed up the construction progress. work, increase volume value, and complete set goals.

Accordingly, Project Management Board 85, CC1 and the contractors participating in the project commit to overcoming weather conditions to achieve progress milestones of the bidding packages and ensure project quality. At the same time, CC1 and other contractors commit to mobilizing additional machinery, equipment, personnel, and finance in a timely manner, organizing overtime and continuous construction work to ensure the completion of milestones. progress as well as disbursement progress of public investment capital of the project.
