CC1 signs MOU with YTL Construction to promote infrastructure development.


On January 26, 2026, Construction Corporation No. 1 – JSC (CC1) and YTL Construction – a member unit of YTL Group (Malaysia) – officially signed a Memorandum of Understanding (MOU), marking an important step in the cooperative relationship between the two enterprises. This event affirms their long-term partnership, aiming to become strategic partners in the research and implementation of key transportation infrastructure projects in Vietnam.

The signing ceremony was held in a solemn atmosphere, reflecting the commitment to cooperation and shared vision of both sides in the context of Vietnam's accelerated investment in modern and sustainable infrastructure development. The memorandum of understanding is expected to open up many opportunities for cooperation, especially in potential projects in the coming period.

The MOU signing ceremony between CC1 and YTL Construction was successfully held.

Attending the ceremony, on behalf of CC1 were Mr. Phan Huu Duy Quoc – Chairman of the Board of Directors, Mr. Nguyen Dinh Khoi – Director of the Construction Economics Division, and representatives from the technical and business development departments.

Representing YTL Construction were Mr. Yuan Yeoh – CEO, Ms. Natasha Zulkifli – Director of Business Development & External Relations, Mr. Kelvin Koay – Deputy Project Manager, and Mr. Lee Yu Heng – Deputy Construction Manager, along with representatives from member units.

The signing ceremony aims to share capabilities, experience, and resources to improve the efficiency of implementing transportation infrastructure projects in the future.

The participation of senior leaders and experienced experts from both sides demonstrates a willingness to cooperate extensively, aiming to share capabilities, experience, and resources to enhance the effectiveness of future transportation infrastructure projects. The focus of cooperation is identified as highly strategic areas such as urban rail (metro), high-speed rail, and several emerging infrastructure sectors.

During the meeting, both sides exchanged views on the development trends of modern transportation infrastructure in Vietnam and discussed potential cooperation opportunities in Ho Chi Minh City's Metro projects, with implementation planned from after 2027. In addition, representatives from both sides provided an overview of the data center market in Vietnam, a sector with significant growth potential and attracting the attention of international investors.

Specifically in the field of urban rail, CC1 is one of the domestic enterprises that has directly participated in the construction of important components of Metro Line 1 (Ben Thanh – Suoi Tien), specifically the construction of two important underground stations: City Theatre and Ba Son. These are not only key projects in terms of connectivity but also demonstrate CC1's capabilities and commitment to creating sustainable values for the city.

Based on practical experience, CC1 is gradually building a roadmap to acquire and master key technologies, such as TBM shield tunneling technology, urban tunneling techniques, and underground rail system installation, in order to enhance its construction and project management capabilities.

Over the past period, CC1 has proactively implemented many in-depth training programs with the participation of experienced experts from outside as well as within the Corporation. Notable courses include those on urban rail, high-speed rail, supply chain management, and many other key professional topics… aimed at enhancing the technical capacity, management thinking, and practical experience of its staff and engineers.

These programs not only help CC1 employees update their knowledge with the latest advancements but also contribute to building a solid professional foundation and strong internal capabilities, preparing them to conquer large-scale infrastructure projects in the future.

The signing of the Memorandum of Understanding with YTL Construction is expected to lay the groundwork for both parties to enhance the sharing of experience, technology, and resources, thereby contributing to improving overall capacity and aiming for deeper participation and assuming important roles in large-scale transportation infrastructure projects in Vietnam in the future.

The signing ceremony of the MOU is not only a significant milestone in the cooperation between CC1 and YTL Construction, but also demonstrates the shared commitment of both companies to accompanying the sustainable development of Vietnam's transportation infrastructure system, meeting the requirements of socio-economic development in the new era.
