On the occasion of the Lunar New Year of the Horse 2026, on the morning of February 11th, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc visited and extended New Year greetings to officials, engineers, and workers at the Hong Ha Bridge construction site – one of the key projects of the Ring Road 4 – Capital Region Project, in Bong Lai village, O Dien commune.

Attending the meeting were members of the Standing Committee of the City Party Committee: Head of the City Party Committee's Organization Department Ha Minh Hai, Head of the City Party Committee's Internal Affairs Department Tran Dinh Canh; and leaders of various city departments and agencies.

According to a report by Hanoi Ring Road 4 Expressway Joint Stock Company, Component Project 3 – the investment and construction of the expressway under the Public-Private Partnership (PPP) method of the Hanoi Capital Region Ring Road 4 Project – has a total length of 113.52 km, passing through Hanoi city, Hung Yen province and Bac Ninh province; the total investment is VND 56,293 billion, of which the State capital is VND 23,861 billion. The project implementation time is 30 months, and the toll collection period for capital recovery under the BOT contract is 21.36 years.

To date, investors have contributed the full 600 billion VND, completing 1001 TP2T of the project enterprise's charter capital. Land clearance work has yielded positive results. In Hanoi, the project has received 57.52/58.12 km, reaching 98.841 TP2T. Hung Yen province has handed over 17.56/19.18 km, reaching 91.51 TP2T. Bac Ninh province is continuing to hand over the remaining sections of land and is expected to hand them over to the project in February 2026.

For the sub-project using state budget funds, construction work commenced in October 2025. Currently, 9 out of 12 packages have been implemented with 43 construction teams. The estimated output value is 1,364 billion VND out of a total of 21,189 billion VND, equivalent to 6.441 TP2T. Of this, Hong Ha Bridge accounts for 577 billion VND, Me So Bridge for 241 billion VND, Hoai Thuong Bridge for 246 billion VND; other construction teams account for 331 billion VND.

The BOT contract portion has completed the site survey for technical design in December 2025. Currently, the project enterprise is preparing the technical design documents, and has submitted 3 out of 16 sections for appraisal; the remaining sections are being urgently finalized, aiming for complete appraisal and approval in the first quarter of 2026 to organize contractor selection and commence construction in the second quarter of 2026.

At the Hong Ha Bridge construction site, Hanoi Party Secretary Nguyen Duy Ngoc personally listened to reports on the construction progress, working conditions of officials, engineers, and workers, and the difficulties and obstacles encountered. The Party Secretary acknowledged and highly appreciated the sense of responsibility and efforts of the forces working day and night on the construction site to ensure the progress of key components of the project.

The Party Secretary emphasized that the Ring Road 4 – Capital Region Project is a strategic infrastructure project of special importance to the development of the Capital and the region. Therefore, the Project Management Board, the project enterprise, and the contractors need to continue to coordinate closely, promptly address any obstacles and issues arising at the construction site; organize construction scientifically, ensuring labor safety, quality, and aesthetics of the project.

Comrade Nguyen Duy Ngoc requested that the Project Management Board and contractors pay attention to the living conditions and working environment of officials, engineers, and workers, especially during the Lunar New Year holiday, in order to create a spirit of labor competition in the early days of the new year, contributing to maintaining the overall progress of the Ring Road 4 - Capital Region Project.

On the occasion of the traditional Lunar New Year, the Year of the Horse 2026, Hanoi Party Secretary Nguyen Duy Ngoc wished all cadres, workers, and their families a prosperous and happy spring; and wished the forces on duty throughout the Tet holiday at the construction site to enthusiastically compete in labor, thereby helping the project to be completed on schedule and making a positive contribution to the overall development of the Capital city.
