Recently in Ho Chi Minh City, the Trade Union of Construction Corporation No. 1 – JSC (CC1) successfully held its 11th Congress of Delegates, for the term 2025–2030.
The Congress took place against the backdrop of the country continuing to accelerate comprehensive reforms, opening up many opportunities but also posing numerous challenges for businesses and trade unions. In that spirit, the Congress adopted many important directives, emphasizing the need for strong reforms in trade union activities, strengthening the role of representing and protecting the rights of workers, and closely aligning with the Corporation's development strategy in the new phase.
Attending the Congress were Comrade Le Hong Phong – Member of the Standing Committee, Head of the Labor Relations Department of the Vietnam Construction Trade Union, along with other comrades from the Working Committee of the Vietnam Construction Trade Union.
Representing CC1 were Mr. Phan Huu Duy Quoc – Chairman of the Board of Directors, Mr. Le Bao Anh – General Director, and representatives from various departments. The Congress brought together 80 outstanding delegates, representing over 3,000 cadres, union members, and employees under the Corporation's Trade Union.

Trade unions play a pivotal role in caring for workers.
At the Congress, Comrade Nguyen Van Thanh – Vice Chairman of the Trade Union of the Corporation, term X – presented a report on activities for the 2023-2028 term and outlined directions and tasks for the new term. The report clearly indicated the advantages and difficulties encountered during the past term.

Since 2023, Vietnam's economy has begun to recover from the Covid-19 pandemic. However, the market still faces many difficulties and challenges such as significant fluctuations in the construction and real estate sectors, rising material prices, unstable employment, and increasingly fierce competition in the construction field.
In this context, the Corporation has proactively implemented numerous solutions to overcome difficulties, maintain stable production and business operations, and enhance competitiveness. Thanks to the solidarity, responsibility, and efforts of all cadres, workers, and employees, the Corporation has gradually overcome challenges. The livelihoods of employees are ensured, income is stable, and social insurance, health insurance, and unemployment insurance benefits are fully and properly implemented.
These positive results were achieved thanks to the close cooperation and support of the Corporation's Trade Union. As representatives of the legitimate rights and interests of the workers, the Executive Committee of the Trade Union has always stayed close to reality, implementing many practical and effective activities.
The trade union has proactively participated in the development and monitoring of the implementation of regulations and policies; at the same time, it has negotiated, signed, and implemented collective labor agreements with many provisions beneficial to workers. Activities to care for the lives, welfare, support in difficult circumstances, visit and provide social security are maintained regularly, promptly, and increasingly thoroughly.
Occupational safety and health are always given priority, contributing to building a safe and disciplined working environment. Awareness and corporate culture have been significantly improved, creating a solid foundation for the sustainable development of the Corporation.
Emulation movements such as "Excellent Workers - Creative Workers", "Green - Clean - Beautiful, ensuring occupational safety and health", "Technical innovation initiatives"... are maintained and strongly spread, encouraging the spirit of innovation and creativity among workers, thereby improving productivity and work quality.
The work of developing union membership and training and fostering the workforce of trade union officials continues to receive attention, ensuring an increasingly strong workforce for the trade union, meeting the requirements of the tasks in the new period.
The activities of the Corporation's Trade Union are becoming increasingly in-depth and substantive, affirming its core role in protecting the rights of workers, strengthening internal cohesion, and accompanying the Corporation in its goal of stable and sustainable development.
In his address to the congress, Comrade Le Hong Phong – Member of the Standing Committee and Head of the Labor Relations Department of the Vietnam Construction Trade Union, stated: “The Corporation’s Trade Union has proactively participated in the development and monitoring of the implementation of regulations and policies; signed and implemented Collective Labor Agreements with many provisions beneficial to employees. Activities aimed at caring for the lives, welfare, and social security of employees are all very practical.”

Trade unions are a unifying force, representing and supporting businesses.
Besides the achievements, the leaders of CC1 and the Vietnam Construction Workers' Union both pointed out the limitations in the union's activities during the past term, such as the uneven quality of activities among grassroots unions, the lack of thorough understanding of workers' concerns at remote construction sites, and the lack of strong innovation in some movements.
To meet the development requirements of the new phase, Mr. Le Bao Anh – General Director of CC1 – requested that the Trade Union organization undergo comprehensive reform, with specific orientations:
“During CC1's comprehensive restructuring period from 2025 to 2030, the role of the Trade Union needs to be elevated to a new level, not only caring for the lives of employees but also acting as a co-creative partner, working with the Management Board to build a culture of discipline, speed, efficiency, and responsibility. I propose that the Trade Union effectively carry out its task of guiding internal communication and ideology, helping each employee understand the company's policies, strategies, and expectations; and at the same time, continue to provide more practical and thorough care for the lives of employees, especially those working at construction sites.”
He added: “To elevate CC1 to the position of a leading Investment and Construction Group in Vietnam and become a professional international contractor, I request that the new Trade Union prioritize four key areas: raising the standards of human resources through retraining and continuous training; strengthening the standardization of skills and professional conduct; accompanying the Executive Board in the process of modernizing management; and especially building a truly strong Trade Union organization – playing a core role in unity and maintaining internal stability. A strong Trade Union means a strong CC1, and when employees are protected, listened to, and given opportunities for development, the enterprise will have a sustainable foundation for breakthroughs.”

Sharing the same view as the General Director, Comrade Le Hong Phong also affirmed that the Vietnam Construction Trade Union will continue to stand alongside the CC1 Trade Union.
“We believe that with a tradition of over 46 years of building and development, the CC1 Trade Union will excellently fulfill the goals of the Congress; contributing to building an increasingly modern and integrated workforce in the construction industry,” Comrade Le Hong Phong emphasized.
Entering the 2025–2030 term, the CC1 Trade Union faces the need for comprehensive reform to adapt to the rapid changes in the construction market and modern corporate governance models. The directives from the General Director of CC1 and the Vietnam Construction Trade Union serve as a crucial guide, aiming to build a strong, professional, and innovative trade union organization that truly becomes a pillar of support for thousands of workers in the office and across CC1's construction sites.
A strong trade union will contribute to building a strong, capable, and competitive CC1, one that can thrive in the context of Vietnam's deep integration into the construction industry.
In response to the demands and tasks of the new situation, the 11th Congress of the Trade Union of Construction Corporation No. 1 – JSC (CC1) elected the Executive Committee, Standing Committee, and Inspection Committee of the CC1 Trade Union for the 2025-2030 term.
